In regards to Scaleway, unfortunately it is not possible to run Microsoft Windows on their services. Each virtual machine or dedicated server you purchase from Scaleway boots from a network location as opposed to the "local disk". You can't even run your own Linux kernel on their services, let alone Windows 🙁

According to this, you can boot from disk. A bit pain in the ass, but one time thing (If you don't reboot). 🙂
